Accelerate green transformation and embrace the era of dual control of carbon emissions

Recently, the General Office of the State Council officially released the "Work Plan for Accelerating the Construction of a Carbon Emission Dual Control System" (hereinafter referred to as the "Plan"). The release of this document marks a solid step forward in my country's carbon emission control field, and provides a clear direction and institutional guarantee for the green and low-carbon transformation of petrochemicals and even various domestic industries.

The release of the "Plan" is undoubtedly a milestone in the construction of my country's carbon emission control policy system. The document fully reflects the new development concept and Xi Jinping's ecological civilization thought, and details the specific path and institutional system for achieving the "dual carbon" goal, providing a solid theoretical support for the green and low-carbon development of the petrochemical industry.

As one of the pillar industries of my country's national economy, the petrochemical industry plays an irreplaceable role in promoting economic growth and ensuring energy security. However, with the increasingly severe global climate problems, the entire industry is also facing huge carbon emission challenges. According to statistics, the carbon emissions of the petrochemical industry account for 12% of the country's total emissions, the resource utilization efficiency is relatively low, and the environmental protection pressure is increasing. Therefore, it is particularly urgent for the petrochemical industry to accelerate the construction of a carbon emission dual control system.

In the face of the introduction of the Plan and the carbon emission challenges of the industry, it is recommended that the petrochemical industry actively adopt the following four strategies:

First, more detailed and specific carbon emission control standards and specifications should be formulated. Industry associations, enterprises, scientific research institutions, etc. are encouraged to jointly participate in the formulation and revision of "dual carbon" industry standards and group standards, and ensure the scientificity and practicality of the standards.

Second, investment in technological innovation should be increased. Petrochemical and chemical enterprises are encouraged to increase investment in technological innovation and develop low-carbon and environmentally friendly production technologies and products. Through industrial upgrading and structural adjustment, carbon emission intensity can be reduced, resource utilization efficiency can be improved, and a win-win situation of economic, environmental and social benefits can be achieved.

Third, a sound carbon emission management system should be established. Petrochemical and chemical enterprises should be guided to establish and improve carbon emission management systems and systems, strengthen the monitoring, reporting and verification of carbon emission data, and accelerate the development of product carbon footprint and carbon labeling certification. At the same time, enterprises should be encouraged to incorporate carbon emission control requirements into daily production and operation activities to achieve refined management of carbon emissions.

Finally, actively participate in international cooperation and exchanges. Petrochemical and chemical enterprises are encouraged to actively participate in international carbon emission control cooperation and exchange activities, and learn from international advanced experience and technological achievements. At the same time, we should strengthen cooperation and communication with international organizations to jointly promote the green and low-carbon development of the industry.
